    Objectives:

    1. To ensure holistic and balanced development of rural areas.
    2. To implement need-based schemes and provide essential services to the people.
    3. To establish effective administration by coordinating the functions of Gram Panchayats and Panchayat Samitis.
    4. To provide quality services in sectors like education, health, sanitation, water supply, employment, and agriculture.
    5. To create a participatory and accountable administrative system.
    6. To effectively implement government schemes and ensure proper utilization of funds.
    7. To make special efforts for the development of the weaker, backward, and needy sections of society.
    8. To implement policies for sustainable and environmentally friendly development.

    Functions:

    1. Education Sector:
      Management of primary and secondary education under the Zilla Parishad, proposing establishment of schools, teacher recruitment, and providing educational facilities to students.
    2. Health and Sanitation:
      Operation of primary health centers and sub-centers, organizing health check-up camps, and implementing public sanitation campaigns.
    3. Water Resources and Supply:
      Implementation of safe and regular water supply schemes in rural areas.
    4. Agriculture and Animal Husbandry:
      Providing agriculture-based schemes, training, and guidance to farmers; implementing livestock development programs.
    5. Rural Roads and Infrastructure:
      Construction and maintenance of internal roads, bridges, school buildings, and Anganwadis (childcare centers).
    6. Women and Child Welfare:
      Implementation of women empowerment schemes, promotion of self-help groups, nutrition programs, and Anganwadi initiatives.
    7. Employment Generation and Social Welfare:
      Providing employment through schemes like MGNREGA and implementing social welfare programs.
    8. Financial and Administrative Supervision:
      Financial monitoring of Panchayat Samitis, preparation of annual plans, allocation of grants, and exercising administrative control.
    9. Disaster Management:
      Conducting relief and rehabilitation programs during natural calamities.
    10. E-Governance and Digital Services:
      Facilitating transparent administration through village service centers and online service delivery.
